Supplier contract norms
1) Safe and healthy working environment
Health and a safe working environment for your employees, the factory is essential to ensure your employees in emergency situations to react quickly, factories need to provide the following facilities/measures:
1. Relative to size factories enough the extinguishers and /or fire hydrant (with water pipes), and in accordance with local legal requirements.
2. The whole plant to be equipped with adequate emergency lighting system (with batteries).
3. Adequate emergency exits. Best practice is to ensure that each employee can enjoy two emergency exits.
a) Urgent need to maintain a smooth flow of exports, may not have any blocking/obstruction, and clear marked. Emergency exit doors must be “pushed to” rather than “pull” open.
4. All employees required to undergo basic training the following how to use fire extinguishers/ fire hydrants, emergency location and first-aid training.
5. When the need arises, to provide personal protective equipment, such as: goggles, ear plugs, masks and so on.
a) Need for employees on the proper use of personal protective equipment training, and why do they need to use personal protective equipment.
6. If the factory to provide accommodation (hostel). Must comply with fire/security. Each room size and the number of all applicable legal requirements.

2) Not to use force/forced labour
The factory use the forced labour to “Zero tolerance” policy.
1. Employees must be free from any punishment (financial or other forms of) refusing to work overtime.
2. Shall not be charged to the plant employees on deposit or deposit of employment.
3. Shall not use prison labor. According to the U.S. Customs and Border Defense
Bureau, an import of prison labor product into the United States is illegal.

3) Fair disciplinary measures
If the workers of the following acts shall not be subject to any punishment: refusing to work overtime, late, defective or inferior to the production. Disciplinary measures for all the factories/procedures need written rules/policies, and these rules/policies need to convey to workers.
1. Disciplinary measures must comply with the applicable local laws.
2. Target corporal punishment for employees to take a “Zero tolerance” policy.
3. “Corporal punishment” is defined as “a person’s body to take the punishment”.

4) Non-discrimination
Workers to be employed in accordance with their qualifications, not gender, race, personal characteristics or beliefs.
1. For all employees need to be respected. Including employees of other countries.
2. Unless the local law, shall not be employed when a pregnancy/HV testing.

5) Reasonable working hours and overtime
Working hours shall not exceed the provisions of local law
1. Target accept the longest working hours per week for 60 hours (including overtime, time).If the local law-longest working hours (including overtime) on less than 60hours to local law shall prevail.
2. Employees to have at least weekly rest day (seven days a week at least one day off).
3. Employees must be free from any punitive refusing to work overtime (or any other financial penalties).
4. Suppliers must know and abide by the production of the local laws of each country.

6) Fair wages
1. Must pay all employees working hours. Bell must use attendance or clock in attendance system to record employees working hours (normal working hours and overtime hours) Target does not accept the manual attendance sheet.
2. Must comply with local laws on wages or overtime compensation requirements.
3. Even if a country failed to work overtime wage laws, employees should also receive additional compensation for overtime.
4. Wages to be paid on time.
5. Deducted from the wages of any item subject to local requirements.
6. Employees should not be responsible for the destruction of the goods.

7) No Employment of child labour
Target on the definition of child labour:14 years of age or local law the minimum age – which the application of which the two:
1. Target for the employment of child labour to take a “Zero tolerance” policy. Target policy does not accept the products of child labour.
2. Apprenticeship scheme must have written the implementation of systems and procedures, and in accordance with local legal requirements.
3. Factories must keep complete and accurate records of all employees and personnel, including the “temporary workers” and “seasonal workers”.
4. Suppliers must know and abide by the production of the local laws of each country.

8) The country of origin
1. According to the U.S. Customs and Border Defense Bureau. Target does not accept by any illegal transshipment of goods entering the United States.
2. For the country of origin of the false statement of “Zero tolerance” policy.
3. According to the U.S Customs and Border Defense Bureau, the illegal transshipment out of the United States to circumvent existing law on quotas, embargo or ban or tariff preferential treatment and access to the false declaration of origin information.
4. According to the U.S. Customs and Border Defense Bureau request, the supplier/factory should be on al production and import/export record-keeping five years.
a) These records should be retained in the plant at least a year, and if the request should be provided within 72 hours show.

9) Zero-tolerance policy/serious violation of
Any time for the following four criteria in any of the violations, factories must be defined as “non-compliance” and three years may not produce own-brand products Target:
If the factories are doing Target products, Target will not accept these commodities
1. Shall not employ/use of child labour
2. Shall not use force/forced labour
3. Fair disciplinary measures and shall not use corporal punishment
4. The country of origin / may not be illegal transshipment
